Arterial Streets interconnect with the Principal
Arterial highway system. Arterials provide gen-
eral mobility for travel within the Washington/
Multnomah/Clackamas County area. Correctly
sized Arterials at appropriate intervals allow
through-trips to remain on the Arterial system;
thereby discouraging use of Local streets for
cut-through traffic. Arterials streets link major
commercial, residential, industrial and institu-
tional areas. General characteristics of Arteri-
als may include:
• Arterials serve as primary con-
nections to Principal Arterials
and connect to other Arterials,
Collector and Local Streets, where Arterial: NW Cornell Road
appropriate.
• Arterials in the rural area provide
connections to neighboring cit-
ies and farm-to-market access
between urban and rural areas.
Most rural Arterials serve a mix
of rural-to-urban and farm-to-
market traffic. In some cases, ADOPTED TEXT
rural Arterials, especially in rural/
urban fringe areas, accommodate
significant amounts of urban-to-
urban through-traffic during peak
commuting time periods. This is
not the intended function of the
rural Arterial designation and is Arterial: SW Oleson Road
often the result of congestion on
urban Arterials.
• Arterials may provide for freight
movement similar to Principal
Arterials.
• Arterials have moderate access
control for cross streets and
driveways. Typically, residential
driveways are not allowed access
to Arterials.
