Constraints:

• Fee-based activities allowed with farm stands cannot exceed 25 percent of the farm stand’s annual income.
• For campgrounds within three miles of a UGB, an exception to state law requirements is required.
• Limits of 100 people maximum for enclosed structures proposed within three miles of an urban growth boundary
Opportunities:
Overnight stays/farm stays: Help to address reported demand/need by providing educational materials regarding the
following uses that can already be allowed (subject to review):
• Room and Board Arrangements/B&Bs for up to five (5) persons within existing dwellings (some may want to
expand their homes first to achieve); and
• Campgrounds.
Additionally, consider regulating number of guest rooms at B&Bs rather than guests, consider increasing the
maximum number of guests/rooms beyond the current limit of five (5), and clarify what “room and board” means.
Farm Stands Traditional Farm-Related Tourism: State law allows farm stands to sell farm goods raised on the farm
and on other Oregon farms, along with incidental items/fee-based activities promoting the farm goods (provided
they generate 25 percent or less of the farm stand’s yearly sales). This allows farm stands to function somewhat
like a farmers market would in the urban area. Consider providing related educational materials and/or including in
the CDC all of what’s allowed by the state for farm stands (rather than just OAR reference).
As part of this, clarify CDC language to reflect commercial activities that the state allows in conjunction with farm
stands.
