sprayed concrete, known as shotcrete, to better
mimic the natural-looking rock face and improve
visual impact.
“These walls are visible examples of the work that
has been completed,” Kelfkens said. “They really
turned out great.”
Other milestones include realigning Tonquin Loop,
moving its intersection with Tonquin Road further
west of the railroad. Waldo Way and the Knife River
Coffee Creek Quarry access road were realigned
at Tonquin Road. Tonquin Road was also realigned
between Morgan Road and Waldo Way to
straighten a sharp curve.
“That sharp curve on Tonquin Road has seen a high
number of severe crashes,” said Melissa Norman,
Traffic Analyst, Engineering and Construction
Services Division. “When funds became available
for this project, it was important for us to address
this safety issue.”
While a lot has been accomplished, the 124th
Avenue Extension is a complex project with a lot
of moving parts. In all, the project includes 4.4
miles of new and improved roadway.
Basalt Creek Area
“There is a lot still to do,” Kelfkens said. “But you The Basalt Creek Planning Area is
can really see the progress we’ve made and where 847 acres located south of Tualatin
we are headed. It has been a tremendous year.” and north of Wilsonville. It includes
the Railroad Planning Area west of
the Coffee Creek Correctional Facility.
The area is slated for future industrial

Tualatin and Wilsonville are
partnering to manage the Basalt
Creek Concept Plan for the planning
area. Although Metro added the Basalt
Creek Planning Area to the urban
growth boundary in 2004, property
owners cannot develop the land until
the concept plan is completed. The
collaborative Basalt Creek Concept
Plan will create a vision for the area
including water and sewer systems,
other public services and protection
of natural and cultural resources.
