The Hate-Monger

Most of Cap's villains can trace their wicked business back to one source: Adolf Hitler and his Third Reich. Hooded miscreant the Hate-Monger does them one better - he actually is Hitler. Or at least a clone of the Nazi dictator, as created by geneticist Arnim Zola. Wearing a pink hood and wielding a device that allows him to manipulate emotions and turn brother against brother, the Monger has dozens of cloned bodies stowed around the world, ready to be activated when the current one dies. Hatey loves to turn the people of America against Cap, just for giggles.

The Red Skull

There could be only one name to top this list - Johan Schmidt, the Red Skull. Yet another of Cap's hideous foes, the Skull's trademark rictus is actually a mask bestowed upon him by Hitler, who praised the man's penchant for torture. He battled Cap throughout World War II, using his "Dust of Death" - a powdered poison that is instantly fatal - to kill Allied soldiers by the hundreds. He was sent into suspended animation at around the same time Cap was, being revived in the present day to perpetrate multiple plots, including the death of Steve Rogers.
