It's kind of funny that one of Cap's worst foes only preyed on super-villains, but it's a testament to his belief in the rule of law that he was so committed to stoping the Scourge of the Underworld. This mysterious vigilante traveled around the country, ambushing super-criminals and executing them with a bullet to the chest. Scourge gave Cap a challenge because he never engaged him physically - the hero needed to use his detective skills to track down the villain and bring him in. The Scourge was killed by an unknown murderer who fled yelling Scourge's motto, "Justice is served!"
		
		
		| 4 | Dr. Faustus | 
			
Captain America has had his body advanced to the peak of human potential, but his mind didn't get the same treatment. That's why villainous psychiatrist Dr. Faustus has had success with him. The Austrian-born doctor is a master of manipulation who prefers to not engage his foes directly, but rather take control of their minds to make them essentially kill themselves. He's a master of the long con, which makes him one of Captain America's most dangerous foes.
		
		
		| 3 | Batroc The Leaper | 
			
Batroc isn't nasty, per se - he's more awesome. The French master of the martial art known as savate is a mercenary to the core, hiring his foot-boxing services out to the highest bidder. This brings him up against the Star-Spangled Avenger more often than not, The Leaper has some respect for his frequent foe, as the pair are very nearly equal physical matches, but Batroc has the serious advantage when it comes to his mustache. Although some consider him a comedic personage, he's undergone some character rehabilitation at the hands of Ed Brubaker.
