I'm not sure about this but couldn't items from other regions be won by simply region-hopping?Region-hopping isn't the same thing as hacking so if it's possible to get those items that way then it wouldn't be hacking.Of course it would probably be a TOS violation but just telling someone your first name could be as well and wouldn't necessarily mean you cheated to get a cross-region item.
