Public-private partnership
improves capacity, safety

One of the most visible construction
projects of FY 2015–16 has been the
widening of Cornelius Pass Road.
The project was essential to improving
capacity and safety, accommodating
increased traffic demand from business
and residential development.
Ibrahim Turk, senior engineer, Engineering and
Construction Services division, helped lead the design
of Cornelius Pass, a process that started two years
before ground was broken in July 2015. From the very
beginning, the project, between U.S. 26 and Cornell
Road, was a great public-private partnership, he said.
“Our staff was excited to work cooperatively with the
community, staff from Intel, the city of Hillsboro and
the Oregon Department of Transportation during the
funding, development, design and construction phases
of this project,” he said. “It’s been very exciting and
really rewarding.”
The $18.3 million project is being funded through
private development (Intel), the County’s Major Streets
Transportation Improvement Program (MSTIP) Phase
3d, Oregon Immediate Opportunity Funds and
Hillsboro’s Transportation Development Tax and
Traffic Impact Fee programs.
