                                                              gets an upgrade

                                                              Nearly one million people visit
                                                              Henry Hagg Lake and Scoggins Valley

                                                              Park in southern Washington County
                                                              every year. But while the manmade
                                                              reservoir is often described as “pristine,”
                                                              the five miles of perimeter roads  —
                                                              Scoggins Valley Road and West Shore
                                                              Drive — are not.


                                                              Washington County stopped regular maintenance
                                                              of the lake’s perimeter roads about 10 years ago. At
                                                              that time, agencies were considering raising Scoggins
                                                              Dam by as much as 40 feet to meet future water needs.
                                                              Doing so would have flooded a significant portion
                                                              of the lake’s perimeter roads. Plans to raise the dam
                                                              have been significantly scaled back, so it now makes
                                                              sense to invest in much-needed road repairs.

                                                              About $2.75 million in maintenance and repairs were
                                                              completed on the perimeter roads in FY2015–16, said
                                                              Stephen Cruise, project manager, Operations
                                                              and Maintenance.

                                                              “The area is prone to landslides, and there are
                                                              culverts and road surfaces in need of replacement,”
                                                              Cruise said. “One of the most challenging things about
                                                              these repairs is scheduling. We want to minimize the
                                                              impact of construction on events at both the park
                                                              and the lake.”
