Fox doesn't want to lose its youth demographic when they go off to get some higher education, so they're going to stream the premieres of Fringe and Terminator: The Sarah Connor Chronicles on the internet at the same time as they air on television. But it's for college students only, which means only people accessing the internet from an .edu domain can watch. It's actually not a bad idea; lots of college students (at least the ones I went to school with) don't even bother to bring TVs to school with them, spending their evenings drinking and smoking various substances studying instead of zoning out in front of a TV set. But now there's no excuse not to keep up on Sarah Connor or start watching Fringe.
