When several terrorist cells cause mass destruction and heavy casualties in New York City, the White House begins to consider drastic measures, as neither the FBI's nor the CIA's investigations are proving effective. Despite Major General William Devereaux's belief that the Army would not be an effective tool in this situation, calling it a "broadsword, not a scalpel," the President declares Martial Law and the U.S. Army 101st Airborne Division is dispatched to seize control of the situation. Under Devereaux's command, the Army uses extreme methods in attempting to locate the terrorists, including putting all males of Arab descent in a makeshift prison camp in Yankee Stadium, which puts Devereaux at odds with FBI Special Agent Anthony Hubbard. Devereaux is eventually arrested for torture and murder, though he insists he was simply a patriot doing his duty.
