There are two methods for creating User IDs in the FMRP Workbench. An administrator can greatly reduce their workload by having new potential users submit requests for a user ID from the login screen of the application.  Allow requesters to fill out all their important information for you!  If necessary, an administrator can opt to create a user ID manually.
