NASA needed something for their astronauts to write with up in space. Normal biros wouldn't do, space was a vacuum, they didn't work. So NASA commissioned a company to research, develop and produce a solution so that their moon-bound budding novelists had a way to jot down those plots, as and when they came!

Eventually, after much money, time and effort had been put into the project a usable pen was made. Great! To fund the development costs it was sold as a gimmick souvenir at museums and so on. It was expensive.

The Russians used pencils.
