The Lizard was obsessed with world domination and he wanted humanity to be destroyed by a swarm of lizards at his command. It just so happens he has the means to do so with a mental ability. The Lizard has the telepathic power to communicate and command reptiles within a one-mile radius. This came in handy during some of his fights with the wall-crawler and further developed during the story, "Shed."
