So the Jarl of Whiterun is a scumbag, fine, but he does reward you with a women that follows you around for all eternity. Does that redeem him of all of his scumbag moves? No, but you know what? You're alright Jarl.

Jarl Balgruuf the Greater has a responsibility to the people of Whiterun. It is unfortunate, then, that he doesn't give a crap about anything or anyone. The Scumbag Jarl of Whiterun is just waiting to send you off on some ridiculous quest for little to no reward. Avoid him at all costs.
