SYNOPSIS:
Weapons of mass death are any methods of killing
human
beings
that kill more than one person each time someone decides to kill.
Civilizing the planet Earth will begin first with the elimination
of the most obvious means of mass death—all
nuclear weapons.
Nuclear disarmament might be the easiest to achieve
first
since the atomic bomb and the hydrogen bomb
have no role in making our
planet peaceful.
The next steps would be achieved as the World Peace
Force expands
and creates a meaningful presence everywhere on Earth.
After the most obvious weapons of mass death are eliminated,
peace-loving people everywhere on Earth will cooperate to eliminate
other weapons that can kill many people at a time.
OUTLINE:
1.
WHEN THE WORLD PEACE FORCE IS JUST COMING INTO BEING,
NUCLEAR
WEAPONS WILL BE ELIMINATED FIRST.

WHEN THE WORLD PEACE FORCE IS HALF ITS FINAL SIZE,

OF MASS DEATH CAN BE
ELIMINATED.

WHEN ITS

WOULD THE WORLD PEACE FORCE DO?
Eliminate
All Weapons of Mass Death

1. WHEN THE WORLD PEACE
FORCE IS
JUST COMING INTO BEING,
NUCLEAR
WEAPONS WILL BE ELIMINATED FIRST.
Alongside the emergence of the first parts of the
World Peace Force,
all the nations of the Earth will see the foolishness of keeping
nuclear weapons at the ready.
Mutual Assured Destruction (MAD) was always a foolish policy.
It was based on the assumption that there were only two nuclear powers.
So when incoming missiles were detected,
the nation being attacked would fire off all of its missiles
before they could be destroyed by the first strike.
Thus each country would be completely destroyed
by the nuclear weapons let loose by the other!
Since those foolish days, the waiting nuclear
missiles have at least
been pulled back from
their programming of automatic destruction.
When each waiting missile had its destination set in its
guidance system,
it was too easy to have an accidental
release of a nuclear exchange
or for some crazy individual to set off the nuclear holocaust.
As the peoples of the Earth turn their faces
toward peace,
those nations that still have nuclear weapons
will dismantle them and use the atomic power
contained within those bombs and missiles to produce electricity,
which can be used for many beneficial purposes.
The World Peace Force will
witness this first disarmament.
The news media of the world will also be allowed to observe
the dismantling of the weapons that could have killed millions of
people.
There will be no further need to keep nuclear secrets from 'the enemy'.
Everyone in the world will be concerned to see
that nuclear weapons are kept away from anyone who might use
them.
Also, the means of delivering nuclear weapons
will be turned to peaceful purposes.
Could the retired missiles launch
communications satellites?
2. WHEN THE WORLD PEACE
FORCE IS
HALF ITS FINAL SIZE,
OTHER WEAPONS
OF MASS DEATH CAN BE
ELIMINATED.
It will take the world many decades to accept the
World Peace Force.
But the WPF will gain credibility by every action it takes
to make the planet Earth a safer place to live.
Some nations will resist giving up their
nuclear programs.
They will attempt to keep the nuclear weapons they already have.
And they might try to create additional missiles and bombs in
secret.
But some peace-loving people
will know about such
programs.
And they will have easy access to telling the World Peace Force
about such continuing secret programs.
And as more prohibited programs are discovered and
dismantled,
the people who know about nuclear programs elsewhere
will feel safer having no
weapons of mass death anywhere on the
Earth.
Officers of the World Peace Force will have the
authority
and the means to investigate all reports of hidden weapons.
Year by year, the media will tell the people of the world
whenever the World Peace Force has discovered and dismantled
yet another cache of weapons that might have killed human
beings.
3. WHEN THE WORLD PEACE
FORCE IS
FULL SIZE,
ALL WEAPONS OF
MASS DEATH WILL BE DESTROYED.
Once there are one million men and women in the
WPF uniform
and when there are no other military forces on the Earth,
there will be complete disarmament of every individual, group,
& nation.
Weapons that can kill more than one victim with one decision
will have been eliminated from the Earth.
And wherever these are small group of people
attempting once again to create weapons of mass death,
they will be discovered, captured, & imprisoned.
And their cache of weapons will be dismantled or destroyed.
The World Peace Force itself will have no
weapons of mass death,
since the criminals they will seek are always individuals,
even if those individuals have many followers protecting them.
The one million men and woman of the World Peace Force
will have weapons that
can kill anyone who possesses weapons.
The World Peace Force will prefer to capture rather than kill
those who violate the peace of the planet Earth,
but they will have the capacity to kill world-criminals when
necessary.
4. THE UNITED STATES OF AMERICA WILL ALSO DISARM
WHEN ITS
MILITARY FORCES ARE NO LONGER NEEDED.
When this essay was first drafted,
the United States of America was attempting to be world policeman.
U.S. military forces were still in Iraq and Afghanistan,
attempting to impose some law-and-order with a Western twist.
And the USA was also talking tough
about keeping other nations from creating nuclear weapons.
Of course, this was a hypocritical position to maintain.
Some people claimed that
some nations could be trusted
with nuclear
weapons
but other nations should
never have them.
But when the World Peace Force exists to enforce
world peace,
even the USA will be able to give up its nuclear arsenal.
And then peace-loving people anywhere in the world
will support all efforts of the World Peace Force
to disarm any nations, groups, or individuals
who cling to their weapons of mass death.
Perhaps a generation of weapons-advocates in the
United States
will have to pass from the scene
before the new majority of peace-loving people
will consent to dismantling all United States military forces.
5. THE EARTH WILL BE
AT PEACE
WHEN ALL
WEAPONS OF MASS DEATH ARE GONE.
Nuclear weapons are the most obvious means of mass
death.
But there are hundred of other ways to kill people collectively.
When the planet Earth is disarmed,
the World Peace Force will be everywhere,
always watching for weapons that might kill many people at once.
Explosives
are useful for many constructive human
purposes,
such as extracting minerals from the earth.
Thus, explosives cannot be prohibited.
But they will have to be closely monitored
to prevent their diversion to destroy human lives.
Whenever any peace-loving person knows about any such diversion,
he or she can call the World Peace Force,
which will be nearby and ready to imprison any weapons violators.
Also, farm
chemicals such as fertilizer
can be used for bombs.
The World Peace Force will not be able to monitor all
farm chemicals.
But whenever any peace-loving person suspects such a diversion,
he or she can alert the World Peace Force
so that the possible destructive use of fertilizer can be
investigated.
Biological weapons were also developed
during the years when the nations of the Earth did not trust each other
and when there was no World Peace Force
to enforce the ban on weapons of mass death.
But wherever on Earth biological weapons are being developed,
some peace-loving people will be aware of it.
And they will eventually tell the World Peace Force.
The WPF will capture and imprison any creators of
biological weapons.
And if they cannot be captured alive, they will have to be killed.
Alongside biological weapons, we should mention
chemical weapons.
Human beings can be killed in masses by using
deadly chemicals.
Whenever anyone knows of testing or stockpiling of chemical
weapons,
he or she will inform the nearest office of the World Peace Force,
which will investigate and take action as necessary.
Many chemicals have legitimate human uses,
so these will have to be monitored
to make sure that they are not diverted into harmful uses.
When the World Peace Force has made warfare obsolete,
there will be no further need for warplanes and warships.
All standing armies, navies, air forces, etc.
will be disbanded because the WPF of one million men and
women
stands ready to protect anyone threatened by destruction.
The military budget will disappear from each nation of the Earth.
All military bases and installations of individual nations will
be closed.
(Some of these can be converted for the World Peace Force itself.)
Machine guns of all makes and descriptions would
also be prohibited
because they can kill more than one person with a single pull of the
trigger.
Such an elimination would reduce regular crime everywhere on
the Earth:
Criminals would no longer have repeating weapons of any kind.
Such weapons would not be manufactured or maintained anywhere.
Neither would bullets
be available for such weapons.
Within a few decades after such a ban went into effect,
the last machine guns will have become harmless museum pieces.
As illustrated by the examples above, it is not
difficult to describe
what might be used as a weapon of mass
death.
The only weapons that cannot be outlawed
would be weapons such as sticks and stones
that can kill people one at
a time.
Each murder is achieved by one series of human actions.
And if this murderer wants to murder more than one person,
he or she will have to repeat
the actions to kill each person.
The World Peace Force will not exist to
prevent murder.
This will always remain the responsibility of local police forces.
And because of the occasional need to use deadly force,
the local police will possess guns that can kill people one by one.
But local police will also have non-lethal means of stopping
criminals.
Criminals can be rendered unconscious by simple means
---just as wild animals can be tranquilized without killing them.
And when the murderers and other criminals are unconscious,
they can be taken into custody without using deadly force.
6. THE WORLD PEACE FORCE WILL BRING
A CHANGE OF
CONSCIOUSNESS.
Once the peoples of the Earth have enjoyed several
decades of peace
because all who would commit war have been imprisoned or killed,
the peaceful-assumption will prevail in the minds of all people.
Children will grow up
in a world at peace.
They will only know war as a crime of the past.
And they will know that the officers of the World Peace Force
they see from time to time are there to preserve peace on
Earth.
With this change of world-consciousness,
there will be enough peace-loving people everywhere
to report even their own family members
if they start to re-create weapons of mass death.
The best response to danger will be calling the
local police
or calling the World Peace Force concerning weapons of mass death.
In some cases, both kinds of police should be called.
The World Peace Force can take away the weapons of mass
death
and destroy any capacities for creating more such weapons.
And the local police can take away the criminals
who were preparing to use prohibited weapons for unlawful
purposes.
Just as local law-breaking will not be tolerated,
so the world-wide law against weapons of mass death will be enforced.
And even when local law-enforcement might break down,
the World Peace Force will be there to enforce disarmament.
