Urban Roads Maintenance District (URMD) – A county service district formed to provide road maintenance
for Local Streets and Neighborhood Routes in urban unincorporated areas of Washington County. A portion of
this fund can be set aside for safety improvements to any roadway within the district boundary.
Urban Roads Maintenance District Advisory Committee (URMDAC) – URMDAC works with county staff and
advises the Board of Commissioners on issues related to services provided by the Urban Road Maintenance
District (URMD).

Vehicle Miles Traveled (VMT) – Automobile vehicle miles of travel. Automobiles, for purposes of this defini- ADOPTED TEXT
tion, include automobiles, light trucks, and other similar vehicles used for movement of people. The definition
does not include buses, heavy trucks and trips that involve commercial movement of goods.

Walkway – A hard-surfaced transportation facility built for use by pedestrians, including persons using wheel-
chairs, such as a sidewalk, off-street trail, accessway or path.
