For example, wet food contains as much as 75% water so it looks like it has lower percentages of nutrients than in dry food, and is therefore less healthy. In addition, feed control officials in each state are responsible for regulating pet foods to ensure compliance. This is a private, non-governmental association that brings together officials and agencies that create the regulations for pet food.

This association helps the officials coordinate as they establish guidelines, and then the state and federal agencies each interpret these guidelines and turn them into actual regulations. This is because the meat contains its natural water content (up to 75% of its weight) -- but that water is removed during processing of dry foods.
