If your dog develops a bad barking habit, you can, with the proper techniques and by addressing the underlying cause, teach your dog better behavior. Next time the dog starts barking at another passer, immediately lead the dog inside by the leash. When the dog response the previous training correctly, you can give a specific command such as “come” and put the dog’s name behind the command. If your dog runs away from you, there is a very good chance he does not see you as his leader.
Do not chase him anymore; when you do, you are rewarding his bad behavior because he loves the game.
Barking is a manner of expression for your dog, and the dog may bark in response to emotional states, especially boredom. If you are not 100% confident that your dog will come to you when called, and not run off, do not let him off his lead. Just sit there and play with his toy (bring one and have it in your pocket) and some treats and call him to you without chasing him.
A dog may be bored or frustrated because it has been confined to a particular area or has no outlets for its energy. You can often tell when a dog is barking territorially because its ears will be forward and its tail held up high. Repeat this training for several times and switch the voice with the different feeling inside. To prepare him to the real situation, you can introduce more distractions to him and repeat the training in the various condition. Until you get him to start listening, do not let him off his lead in an area where he can get to cars. Dogs are all about the moment, and whatever they are doing at the moment you punish them is what they relate as being the crime. Begin setting up and consistently enforcing rules he must follow, putting limits to what he is and is not allowed to do.

If a dog perceives a person or other dog as intruding on its territory, it may bark as a way of asserting a claim to that territory. If he will not come and thinks it’s a game, then he will eventually get hit by a car. You can also reward with a play session after you have pet him and told him what a good dog he is.
Until he is trained to the point where you feel confident that he comes to you, do not let him off his lead in an unsafe area.
If you have any reason to suspect that your dog may be barking because of a health concern, make an appointment to see your vet.
As that happens, begin to lengthen the amount of time the dog must be quiet before receiving a reward. Instead of telling the dog to do something, the dog trainers make the specific gesture to help them understanding it. As angry as you may feel towards your dog when you finally catch him, you cannot punish him.
When your dog begins to bark, redirect it to do something that will distract it from the stimulus.
While in the process of re-training your dog, keep your dog out of hearing range of the neighbors as much as possible to minimize nuisance. When he comes, reward him with praise and sometimes a treat, but not always a treat, as you will not always have treats on you when you are out and want him to come. They do not have the mindset to reason with the logic of not running away to prevent the punishment. You will have a better chance of your dog taking you seriously and submitting to your wishes.
