Many recipients of setaside contracts, reserved for small or disadvantaged businesses, did not appear to perform the vast majority of the work on these stimulus contracts. Instead, they seemingly function as middlemen, taking a cut of profit, sometimes in exchange for "supervising" or "coordinating," according to project descriptions, while paying a larger company to do the work. This displays a sampling from a very long list of cases where a prime contractor subbed out very high percentages of the work.

1) Contract will provide CISCO brand name only hardware and components per the line items in the contractand to be delivered to the Department of Commerce/National Institute of Standards and Technology, Gaithersburg, Maryland and Boulder, Colorado sites. The contractor shall provide all associated labor, parts, materials, and service as defined by Cisco for all line items stated in contract. The Contractor shall deliver all line items no later than 60 days after award.
