Details
The Social Housing Decarbonisation Fund (SHDF) will upgrade a significant amount of the social housing stock currently below Energy Performance Certificate (EPC) C up to that standard. It will support the installation of energy performance measures in social homes in England, and help:
- deliver warm, energy-efficient homes
- reduce carbon emissions
- tackle fuel poverty
- support green jobs
- develop the retrofit sector
- improve the comfort, health and well-being of social housing tenants
£800 million has been committed for the SHDF as part of the 2021 Spending Review settlement. The Wave 2.1 competition will allocate as much of this funding as possible to support the installation of energy performance measures in social homes in England.
The delivery window for SHDF Wave 2.1 runs to 30 June 2025. All grant funding for Wave 2.1 projects must be transferred to the grant recipient and spent by 31 March 2025, meaning projects can use only co-funding in the final 3 months of delivery.

We have published the guidance, application form, Grant Funding Agreement, Data Sharing Agreement, Privacy Notice and clarification questions for Wave 2.1 in final draft form. We are not planning further changes, particularly to policy design, but we recognise that there may be further clarification questions from landlords that we need to address before finalising the documents.

Draft Grant Funding Agreement, Draft Data Sharing Agreement and Draft Privacy Notice
We have published these draft agreements so social housing landlords can familiarise themselves with them before being required to sign, should they be successful in getting grant funding in this competition. Terms and conditions set out in the templates are subject to change. We will issue a final version at notification of a successful grant award where any changes will be clearly indicated to recipients.

Eligibility
Bidders
- local authorities, combined authorities, and registered providers of social housing (including housing associations and arms-length management organisations (ALMOs) that are registered providers) will be able to apply directly to Wave 2.1 of the SHDF
- non-registered providers who are ALMOs or registered with the charity commission can now apply as part of a consortium that is led by a local authority, combined authority, or registered provider of social housing
Eligible properties
- all existing social housing as defined by the Housing and Regeneration Act 2008 (sections 68-70), below EPC C, regardless of archetype, is eligible
How to apply
The draft application form is now available.
Any changes as a result of the clarification period ending on 12 August 2022 will then be incorporated and the final versions republished.
We expect to open the competition window for SHDF Wave 2.1 funding in late August / early September 2022.
The submission of applications will open at least 5 working days before the close of the competition.
We will confirm details of the submission process by early to mid October 2022.

Background
The fund follows on from:
- SHDF Wave 1, which will see energy performance improvements in up to 20,000 social housing properties, reducing bills and carbon emissions
- the SHDF Demonstrator, where up to 2,000 homes are being improved to at least EPC Band C and around 1,200 local jobs supported
