Richard Goodman

Biography

Richard began his career in tourism before moving into policy roles in the Civil Service. In 2011 Richard joined the UK Border Agency as director of international operations, leading the agency’s overseas security work and visa operations. After a spell in the Middle East he became policy director at the Financial Ombudsman Service.

Richard joined HM Courts & Tribunals Service (HMCTS) to lead the HMCTS reform programme in 2015, and was Strategy and Change director from 2016 to 2020. These services have been used by over 240,000 people with positive feedback and have transformed how HMCTS works.

Richard came to MHCLG in early 2020. He played a key role in MHCLG’s COVID-19 response this year, he led on London’s response to the virus and on testing. In late-2020 Richard worked on building MHCLG’s winter programme to prepare the Department and Local Government for the challenges it faces.

Richard was appointed as the Director General of Building Safety, Grenfell Response and Net Zero at MHCLG in December 2020.

The MHCLG board’s role is to advise and support ministers on the operational implications and effectiveness of policy proposals and help turn policy from ideas into actions and results.

Part of MHCLG’s leadership team and an executive member of its board, the Director General, Building Safety, Grenfell and Net Zero helps with that task.
