The import of salamanders and newts

Commission Implementing Decision (EU) 2018/320 applies to the UK and anyone importing live members of the order Caudata (salamanders and newts) into Scotland or Northern Ireland must contact Scottish Government (SG) or the Department for Agriculture Environment and Rural Affairs for Northern Ireland (DAERA) directly.
Applies to England and Wales
To import and export live members of the order Caudata (salamanders and newts) you must have a health certificate and you may require access to an FHI registered appropriate establishment to quarantine.
Appropriate Establishments
To import salamanders and newts from outside the EU, or to export them to another EU country you need access to a registered appropriate establishment. An appropriate establishment is a facility under the control of the Fish Health Inspectorate, where the animals can be quarantined for up to 6 weeks after the import from outside the EU, or before movement to another EU country.
To apply to register an appropriate establishment, please complete a Bsal1 application, complete a quarantine plan and submit to FHI.
Imports from outside the EU
All salamanders and newts need a health certificate issued from the country of origin. You may need to pay for this service. Health certificates are examined by APHA at the border control post (BCP). You must submit the CHED to APHA, 2 working days before the salamanders and/or newts arrive.
The salamanders and/or newts will only be released from the BCP if sufficient evidence is provided that the animals will be moved to a registered appropriate establishment for quarantine, under the control of the FHI.
Movements to England and Wales from within the EU
You need a health certificate issued in the country of origin to import salamanders and/or newts to England and Wales. You must notify the FHI 24 hours before the import of salamanders and/or newts.
You must complete the following form for every import.
Movements from England and Wales
All movements from England and Wales to other EU countries must be accompanied by a health certificate that is issued by the FHI. To receive a health certificate the animals must have been quarantined and/or treated prior to dispatch in a registered appropriate establishment under the supervision of the FHI.
You must complete the following form to arrange an export inspection with the FHI before you intend to export the salamanders and/or newts from England or Wales to other EU countries.
Costs
All quarantine costs, testing costs and, where necessary, the costs of risk mitigation measures and treatments are borne by the operator or the importer.
The FHI will charge for the supervision of the quarantine process. This charge starts at £250 per consignment monitored. Certain scenarios for example the testing of the salamanders and newts will increase this cost.

You need a permit to import or export any species covered by the Convention on International Trade in Endangered Species (CITIES)
