Details
Farmers and land agents can use the Rural Payments service to transfer land and Basic Payments Scheme entitlements by sale, gift or lease. It is quicker and easier than using an RLE1 form.
Online confirmation of transfers
When a land or entitlement transfer request is completed, RPA will put a notification on the Rural Payments service. It will be visible to anyone with the appropriate permission for both the transferor and the transferee’s business. If the notification is not opened within 7 days, RPA will send an email reminder.
When to use the RLE1 form
You must still use an RLE1 form to:
- register land parcels to your holding
- make changes to registered land (including mapping features within land parcels)
- transfer Basic Payments Scheme (BPS) entitlements by sub-lease or inheritance
- give BPS entitlements back to the Rural Payments Agency (RPA)
Digital land maps
RPA update their digital land maps throughout the year using all available data sources, including farm inspections, aerial photography and Ordnance Survey map updates, as well as information received from customers.
The European Commission requires every country operating Common Agricultural Policy schemes to do this.
It is your responsibility to ensure that you only claim on your land that is eligible for the rural payment scheme you are claiming, to check your maps throughout the year, and inform RPA of any changes.
To view your individual land parcels, go to: www.ruralpayments.service.gov.uk. From the ‘Business overview’ screen, click ‘Land’ then ‘View land’.
Mapping updates published from July 2017
RPA is making a number of updates to digital maps, starting in July 2017 and will continue into the autumn.
These will be visible on the Rural Payments service.
From August, RPA will also send notifications through the service to let you know when mapping updates have been published (except those that you have told us about).
If you do not agree with the updates, fill in an RLE1 form (PDF, 165KB, 8 pages) and return it to RPA together with a sketch map showing the changes that you are requesting.
