For those individuals who haven't yet upgraded to a smartphone, emergency alerts can be disabled by sending the word "stop" or "cancel" to 26237 (AMBER). While AMBER alert is mainly for reporting missing child or child abduction cases, Emergency Alert includes alerts from weather, disaster, accidents, presidential alerts etc. The WEA message will show the type and time of the alert, any action you should take, and the agency issuing the alert.
This app basically taps into FEMA alerts and provides you with detailed information about any disasters or emergencies as and when reported by FEMA through their Integrated Public Alert and Warning System (IPAWS).
The app has a contacts section, where you can dial emergency numbers directly from the app. Currently the app supports calling of emergency numbers in USA, Canada, European Union, Australia, New Zealand and Mexico.

The FEMA website has an rss page, where you can get the feed link according to your location for alerts and use any RSS reader to subscribe it on your Windows Phone.
I however do not recommend that, as it makes more sense to have a dedicated application which only checks a specific feed and keeps you updated in case of emergencies.
It can be as simple as to just show if there is a new alert, so you don't actually have to go inside the app to keep checking every now and then. There is one caveat, though: there is currently no way to turn off the presidential alerts. Once opened, you will be given the option to disable extreme threats, severe threats, and Amber Alerts.
If you can't find the emergency alert option in your phone's settings, open the Messaging application and look for the option in the messaging settings.
