Although we can not anticipate or prepare for every type of disaster or predict the magnitude, Baylor and other hospitals regularly hold disaster drills and training to educate the staff and prepare them for any emergency situation that may arise. Disaster preparedness is much more than being there with Level I trauma care to pick up the pieces. HCMC received the President's Award from the National Association of Public Hospitals (NAPH) for its response to the I-35W bridge collapse. A bridge collapses, a tornado strikes in north Minneapolis, the state prepares for H1N1 influenza… In emergencies, large and small, HCMC is here to do what it has always done – prepared and ready to react immediately. Certainly there are things no one can plan for, but it’s worth reading the story from this hospital and evaluating disaster plans with those events in mind.

This morning, we spoke with Nick Sloan, emergency management coordinator for Baylor Health Care System.
The local hospital in Moore, Oklahoma was unfortunately severely affected by the yesterday’s tornado, but their staff is no doubt trained to respond to the disaster and is working tirelessly to care for their patients and community members. He and his team are responsible for initiating crisis protocols at our hospitals should a disaster like a tornado affect our facilities. HCMC also functions as a Global Migration and Quarantine Facility for the Centers for Disease Control, to identify and treat the first cases of unknown infectious diseases that arrive to the Twin Cities through international flights. Back in 2011 after the town of Joplin, Missouri, experienced a horrific tornado, our emergency management team traveled to the area to offer help and to learn more about how the hospitals there responded to the disaster. The Baylor emergency management team made an effort to put these supplies in place at all hospitals.

During the Joplin disaster, backboards were in great demand to aid in the transport of patients who are immobile.
HCMC develops and implements disaster plans, coordinates hospital- and community-based disaster training exercises with metro emergency management, the Minnesota Department of Health, schools, fire, police, Emergency Medical Services (EMS) and local public health, and prepares and disseminates disaster training and response materials. In an emergency, HCMC EMS and the Medical Resource Control Center at HCMC coordinate transport of patients in and out of Minnesota from disaster sites. HCMC collaborates with the Metro Healthcare System Preparedness program and other partners to provide disaster preparedness training to diverse clinicians, law enforcement, behavioral health professionals, and first responders across the state.
HCMC has collaborated extensively in the development, implementation, and dissemination across Minnesota of projects like the Minnesota Mobile Medical Unit, Mass Casualty Incident Buses, and Alternate Care Sites (see photos, below), to provide communities with access to alternative medical facilities and supplies if hospital resources are overwhelmed.
