The State of Illinois Emergency Operations Plan “Basic Plan” (PDF) from October 2014, identifies fifteen (15) primary hazards for prevention, preparedness, response, recovery and mitigation program relevancy. The Sangamon County Multi-Jurisdictional Natural Hazard Mitigation Plan (PDF) also includes the prioritized risks of the hazards identified.
The following plan characterizes areas of responsibility and outlines an administrative framework to respond to campus incidents. The level of emergency response will be determined by the need and magnitude of the disaster. The University of Illinois Springfield officials recognize their responsibilities and duties with regard to maintaining the health, safety and welfare of the faculty, staff, students and visitors of the campus.
Mitigation – Mitigation activities are those designed to either prevent the occurrence of an emergency or long-term activities to minimize the potential adverse effects of an emergency. Preparedness – Preparedness activities, programs and systems are those that exist prior to an emergency and are used to support and enhance response to an emergency or disaster. Response – Response includes activities and programs designed to address the immediate and short-term effects of the onset of an emergency or disaster. Level 1: Minor department or building incident – can be resolved by a responding service unit. Level 3: Primarily people, rather than infrastructure focused incident – Many student issues can become complex because of varied institutional and student support responses that must be coordinated. Level 5: Catastrophic emergency involving the entire campus and surrounding community – Immediate resolution of the disaster, generally multi-hazard, is beyond the emergency response capabilities of campus and local resources.
A level 1 or 2 emergency may be declared and coordinated at the discretion of the unit director. If the emergency call list is initiated, the Chief of Police will determine the appropriate level of response and to what extent the IRRT will become involved.
These levels of emergency response are incidents confined to a department or building and are usually resolved by a unit director. If a Level 4 or 5 emergency has occurred or is imminent, the UIS Police Department shall notify and assemble the IRRT.

Level 4 or 5 emergencies require the Chief of Police or Incident Commander (IC) establish and Emergency Operations Center (EOC). As an emergency expands or contracts, changes in discipline, or becomes more or less complex, multiple outside agencies may respond.
Obtain emergency goods and services including coordination of pick-up and delivery to emergency site. Every effort will be made to keep the campus community and the public informed of developments during an emergency. When conditions have stabilized and normal campus operations can resume, this Emergency Response Plan will be deactivated.
Individual units will refer to their unit Incident Action Plan (IAP) in an effort to maintain operations during and after an emergency. In the event of a Federal Declared Disaster, mitigation funding may be available through the Federal Emergency Management Administration (FEMA) to reimburse losses that occurred during this specific event and prevent similar future losses. LEGAL BASIS FOR PLANNING AND CONDUCTING ALL-HAZARDS EMERGENCY OPERATIONSThe following laws and other source documents establish the legal basis for planning and carrying out all-hazards emergency responsibilities for the University of Illinois Springfield. This step of Ready Business provides direction for developing a crisis communications plan. In view of the importance of information and communications at disaster times, and based on the basic disaster prevention plan, MIC is working to meet the needs to install an infrastructure for the storing and purchasing of communications equipment, in order to maintain communications means for disaster information communications for disaster prevention and emergency disaster countermeasures. A business must be able to respond promptly, accurately and confidently during an emergency in the hours and days that follow. When there is an emergency or a major impact on the business, there may be limited information about the incident or its potential impacts. The offices may be clustered near the emergency operations center or at an alternate site if the primary site cannot be occupied.

The Office of the Emergency Preparedness oversees the implementation of the Drexel University Emergency Preparedness Plan on all campuses. In turn, each school or division has its own Emergency Preparedness Liaison; the liaison works with playbook originators to assure quality control and timeliness of completion. BERT members are volunteers who are in charge of an area or floor of their building, where they assist in the evacuation of all occupants in case of a building emergency. Planning at the state and local level is dedicated to the protection of health and safety during disaster response and recovery.

Understanding the audiences that a business needs to reach during an emergency is one of the first steps in the development of a crisis communications plan.
Human Resources (HR) is responsible for the day-to-day communications with employees regarding employment issues and benefits administration. Protecting public health and safety from the effects of radiation exposure in the unlikely event of an accident at Palo Verde Nuclear Generating Station (PVNGS) is the primary concern for the Arizona Division of Emergency Management’s Radiological Emergency Preparedness (REP) Program. All exercises conducted by Emergency Management follow the Homeland Security Exercise and Evaluation Program guidelines. Notices will also be posted outside the State Board of Education Meeting Room on the first floor at 1535 West Jefferson Street, Phoenix, Arizona 85007, which is open to the public between 8 a.m. The crisis communication or business continuity plan should include documented procedures for notification of suppliers. An actual implementation was seen at the site of the Great Hanshin-Awaji Earthquake which occurred in 1995, where mobile communications equipment was purchased and distributed free of charge to local public bodies in order to maintain means of communication for disaster relief.
Notification requirements specified in regulations should be documented in the crisis communications plan. The Office of Emergency Preparedness conducts at least two field level and multiple table top exercises each year. Another important element of the crisis communications plan is the need to coordinate the release of information. To keep plans current and easily available to authorized managers and responders, the program uses a proprietary website. Another important goal of the crisis communications plan is to move from reacting to the incident, to managing a strategy, to overcome the incident.
There is also a plan to have in place by FY2011, taking into consideration the structure of communications and usage performance in times of disaster, the 400 units that will be needed (200 MCAs and 200 simple radios).
