Air Canada have started a strict enforcement of their carry-on baggage procedures on Monday in what critics are calling a cash-grab.
Airline staff at Toronto’s Pearson International Airport have been stationed at both check-in and security checkpoints to ensure carry-on bags meet size and weight requirements.
Bags that meet the airline’s carry-on dimensions will receive a red tag, which the airline says will help reduce wait times at security. The airline says if passengers get to security and need to check a bag that exceeds size limits, they’ll receive a special card to get quickly back to a check-in agent, and then on to the departure gate. Air Canada specifies that a personal item can include a backpack, briefcase or laptop computer measuring up to 16 by 33 by 43 centimetres and a standard item such as a suitcase measuring up to 23 by 40 by 55 centimetres including wheels and handles. The airline began charging a $25 checked-bag fee last fall on its lowest-class domestic flights and on flights to and from the Caribbean and Mexico.

Copa Airlines is not responsible for loss or damage to any electronics of this kind in checked luggage. To be transported they must be packed in sealed bags preventing the release of chemicals and carried in polystyrene cool boxes or plastic bags, closed tight preventing the release of any waste regardless of their position in the packaging. Word leaked last month that United Airlines would begin to strictly enforce its carry-on policy on March 1, 2014 and new carry-on sizers began popping up around the gate areas of many United stations. For years travelers have flouted United's two-item carry-on policy by bringing large bags and and a third or fourth (or fifth or sixth) item onboard United flights.

Your post is incorrect - UA is in fact charging the checked bag rate for those who end up having too many pieces that must be checked at the gate.
My rollerboard fits in the sizer, but my relatively small laptop backpack is a bit too wide based on specs, but also fits in the sizer. I almost never check bags, but I'm really looking forward better enforcement helping the horrid boarding procedure.

In a recent post, I asked “What Does Delta Airlines Have Against Fishermen?” I had discovered that, unlike most domestic airlines that allow long fishing-rod cases, Delta charges $200 round-trip to check fishing rods longer than 62 inches. More recently, I posed a similar inquiry to Copa, which flies to many great Central American fishing destinations, including direct flights into Panama City from many U.S. I pointed out that anglers who wished to bring 7-foot rods (I often do) could be turned away at the airport given that contradictory addendum.
Perhaps some anglers have checked longer rod cases on Copa despite it’s now-obsolete 80-inch maximum rule, but it seems to me the possibility of being turned away at airport check-in would be a pretty high risk to take on a dream fishing trip to Central America. I know this because I heard from Copa’s CEO who agreed with me and, yesterday, the airline made it official: You can now fly with your rods in a tube up to 115 total inches with no problem. And, by the way, if you fly Copa south of the border, even in coach you’ll get a hot meal with real silverware and wine. So I’m happy to share with traveling anglers some good news about an airline that — yes, unlike Delta — actually wants sport fishermen to fly with it, evidenced by Copa’s willingness to make a simple change so its baggage rules make sense.
