You can also take a collapsed stroller that does not exceed 25.5 cm (10 in) x 92 cm (36 in).
The following items are always allowed along with the standard carry-on items: syringes for medical application, cremated remains and personal oxygen concentrators.
I always have my backpack as my personal item and I observe lots of people in a similar situation (both with and without Altitude status) generally without problems.
Just don't be a jerk with your backpack just stuffing in anything that didn't fit in the carryon. Then you should be fine, the only time it really comes into play is on the really small aircrafts, in which case the policy doesn't change, just the handling does, they'll take all bigger carry-ons and put em as skycheck. Are AC Agents still stopping everyone and measuring bags as I had heard they were doing in YYZ and other airports? If you're worried about it, make sure your backpack compresses to the personal item size, or find an alternate bag.
Because the left hand doesn't not only know what the right hand is doing but it doesn't know the right hand exists.
Air Canada have started a strict enforcement of their carry-on baggage procedures on Monday in what critics are calling a cash-grab. Airline staff at Toronto’s Pearson International Airport have been stationed at both check-in and security checkpoints to ensure carry-on bags meet size and weight requirements. Bags that meet the airline’s carry-on dimensions will receive a red tag, which the airline says will help reduce wait times at security. The airline says if passengers get to security and need to check a bag that exceeds size limits, they’ll receive a special card to get quickly back to a check-in agent, and then on to the departure gate.
Air Canada specifies that a personal item can include a backpack, briefcase or laptop computer measuring up to 16 by 33 by 43 centimetres and a standard item such as a suitcase measuring up to 23 by 40 by 55 centimetres including wheels and handles.

The airline began charging a $25 checked-bag fee last fall on its lowest-class domestic flights and on flights to and from the Caribbean and Mexico. The airline says the tagging program will expand progressively to other airports across the country through June. Air Canada passengers who try to avoid baggage charges by carrying luggage onto the plane with them will soon be subject to a new tagging system to ensure they are not exceeding the size and weight requirements.
In 2011, Air Canada started charging travellers for a first checked bag on routes between the U.S and Canada and last fall, the airline started collecting $25 for a checked bag on its lowest-class domestic flights and flights to and from the Caribbean and Mexico.
Starting on Monday, airline staff will be at check-in and security points at Torontoa€™s Pearson International Airport looking for luggage that exceeds the regulations. Bags that are within the limits will be given a red tag and those that do not meet the requirements will need to be checked and the standard baggage fees will apply. Those passengers who are pulled from the line because their bag is too big will get a special card that will allow them to get back to a check-in agent and then to the departure gate quickly.
Phyl Durdey is an aviation expert and says that even though some airlines have strict rules for oversized bags, many don't get checked.
Durdey says the size of the bag also has an effect on the weight and balance of the aircraft. Air Canada says the new system will help to reduce wait times at security and cut down on delays caused by larger bags being checked at the gate. CTV News talked to travellers at Calgary International Airport on Thursday and many say the new system wona€™t affect them because they are smart packers but they agree something should be done about those who try to skirt the rules. With the busy summer travel season taking flight, today Air Canada begins clamping down on carry-on baggage.

Some of the personal or standard articles that may be carried are duty-free or airport shopping purchases, pets in their carriers or a carry-on bag. My carryon and personal have always been fine, never checked, never mentioned EXCEPT in YQF where they get sized and weighed almost every time.
It also affects the weight and balance of the aircraft because if a bag is checked, then the weight is checked before it goes into the cargo hold and if someonea€™s bringing a bag onto the aircraft that has a lot of content in it, a lot of weight to the baggage, then thata€™s not checked and it can affect the weight and balance of the aircraft,a€? he said. If everybody has two or three bags and the bags dona€™t all fit in the overhead bins then they have to be moved down to the cargo so it can delay a flight,a€? said Durdey. Airline staff at Pearson International Airport (YYZ) have been stationed at both check-in and security checkpoints to ensure carry-on bags meet size and weight requirements. Air Canada carry on luggage dimensions allow passengers to carry a purse no bigger than 25cm x 30cm x 14cm (10in x 12in x 5.5 in). Note: cremated remains will be allowed if it is kept in a secure container and there is a death certificate or cremation certification.
Bags that meet the airline’s carry-on dimensions will receive a red tag, which the airline says will help reduce wait times at security. They can also bring one personal article with a maximum size of 16 cm x 33 cm x 43 cm (6 in x 13 in x 17 in).
