Intelligence assets in Vadare report that its rapid reaction forces have been placed on stand-by over the last 24-hours. 2. Estimates suggest that these forces consist of at least two (2) battle-tested airborne divisions. 3. Similar events occurred in the past as part of a military exercise and may simply be just that. 4. If used against Idemore, however, deployment will most likely be concentrated near or around military installations at the border. 5. While deployment against Idemore will certainly be costly, Vadare's recent acquisition of modern air defense suppression systems will likely play to their favor. |

Offensive cyber capabilities in Vadare appear to be the result of in-house and criminal/underground development. 1.1. The availability of malicious code via illicit networks is exploited as a means to minimize developmental expenses. 1.2. Tools obtained through these networks are modified to (1) better suite their objectives and (2) to further obfuscate the source of the attack. 2. In certain cases, Vadare engages in espionage activities against other countries to obtain these capabilities. 2.1. The stolen information is then either (1) kept to enhance their own capabilities or (2) anonymously disclosed to hinder an adversary's capabilities in cyberspace. 2.2. Vadare is suspected of being responsible for the theft of source code from several countries in the region, including Idemore. |
