C O N F I D E N T I A L SECTION 01 OF 02 MILREP 00001
DEPT. DEF TAGS: DOD, MIL, CYB, VAD SUBJ: CYBER DOCTRINE AND CAPABILITIES - 03/01/2019 REF: VAD 1002 Classified by: Colonel Frank Norris ---------- Summary ---------- 1. Vadare's recently published National Cybersecurity Strategy (V-NCS) tasks their military with the establishment of the Vadare Cyber Command (VCC). This organization is expected to undertake missions in support of Vadare's strategic objectives. 2. Although the V-NCS does not explicitly call for the offensive use of cyberspace, pronouncements by their military leadership over the past 5 years suggests the belief in cyberspace as a new war-fighting domain. 3. Despite the recent establishment of the VCC, we suspect Vadare to be in possession of significant cyber capabilities in the areas of intelligence gathering and sabotage. Moreover, we suspect the existence of close ties between its cyber operators and non-state actors in cyberspace for the purpose of plausible deniability. |
