Stage 1: Elect a leader<p>
Stage 2: Each group member makes a distribution decision assuming she is the leader.<p>
Stage 3: Each non-leader member chooses how many endowments to send to the leader.
        The leader then decides how many of the tripled amount to send back to that member.<p>
Stage 4: Leader send a message to group members. Each member decides how to invest the endowment in a group public project.<p>
