                   Advocate accepts notice on behalf of opposite party nos.1,
                   2 and 4, three extra copies of the writ application be
                   served on him by tomorrow (29.11.2018), enabling him to
                   take instruction in the matter.
                                  Issue notice to the opposite party no.3 by
                   speed post with A.D. indicating therein that the matter is
                   likely to be disposed of at the stage of admission.
                   Requisites shall be filed by Friday (30.11.2018), failing
                   which, the interim order shall stand dismissed without
                   any further reference to the Bench.
                                  List this matter on 07.01.2019 at 2.00 P.M.
                   for hearing.

03. 28.11.2018 Heard Mr. Pitambar Acharya, learned Senior Advocate for the petitioner.

Mr. Acharya, learned Senior Advocate for the petitioner submits that the report dated 22.11.2018, Annexure-2, it is stated that there was no discharge of effluent to the outside of the premises. The Unit has given work order to M/s. S.J. Environmental Solution, Bhubaneswar for installation of effluent treatment plant of capacity 5 KLD for effluent generated from process and treatment plant of capacity 30 KLD for treatment of contaminated surface runoff. Thereafter, by notice dated uks 22.11.2018, the Regional Officer, State Pollution Control 2 Board, Angul issued a direction for closure of the Unit under Section 21 & 31(A) of the Air (Prevention and Control of Pollution) Act, 1981 read with Section 25 & 33(A) of Water (Prevention and Control of Pollution) Act, 1974. He further submits that at this juncture if the Unit is closed, then it is not possible on the part of the petitioner to install the effluent treatment plant (in short 'ETP').

In view of the submission of learned counsel for the petitioner, it is directed that in the interim, the order dated 22.11.2018, passed by the Regional Officer, State Pollution Control Board, Angul, opposite party no.2 under Annexure-2 shall remain stayed till the next date.
