A calf is more likely to die in an outbreak compared to a normal scenario. When there is an outbreak of ECF, it means that more cows are getting sick with it.
The risk here means the chance that a cow could catch the sickness. So, during an outbreak, the risk of infection for cows goes up because more cows are getting exposed to the ticks carrying the sickness.
