The second of The Sixty-Three we meet, Cobb is a mass murderer with an eagle eye. Trained to be one of the most deadly snipers to ever wield a Winchester Model 70 by shooting crows, Cobb is a bit... touched in the head, to put it nicely. While in Alcatraz, which he actually requested he be sent to since all inmates were given their own individual cells, he begs to be sent to solitary confinement. As if that's not crazy enough, when we see Cobb on the streets, he's calmly picking off innocent bystanders with his sniper rifle, all while reciting some twisted mantra about "47 slots in the picket fence." Yeah, dude's got issues, but he's eventually brought to justice, but not before Hauser fires a shot into Cobb's trigger hand.
