In 1997, World War III is coming to an end, and most of the United States' violent criminals are in New York City, which was turned into a maximum security prison in 1988. The criminals can run free through the dystopian wasteland and survive as they see fit, but they can't leave the island of Manhattan. The largest and most powerful gang in this hell on earth is the Gypies, run by the self-proclaimed "Duke of New York." After the plane carrying the President of the United States crash-lands on Manhattan Island, the Duke takes the President prisoner and hatches a plan to escape from New York by going across the heavily guarded 69th Street Bridge, using the President as a human shield.
