Cain is the scum of Old Detroit, a drug dealer with a messiah complex: "The people want paradise. They will have it." The paradise Cain promises is Nuke, an extremely addictive drug that has Old Detroit overrun with crazed looters, robbers and murderers, all looking for cash, jewelry, whatever in exchange for the hot new narcotic. Cain and his gang have been targeted by Officer Alex J. Murphy, otherwise known as Robocop, though the drug lord gets the better of him during their first confrontation. Cain is mortally wounded in a later battle with Murphy, though his brain is transferred to a powerful new "crime prevention unit" known as Robocop 2, giving Cain the immortality and god-like body he's always wanted. Unfortunately, Cain/Robocop 2 is still addicted to Nuke and is soon on a rampage, desperate for a fix, and the war on drugs ends up being fought by two mighty cyborgs, during which most of Old Detroit is apparently destroyed.
