The genius scientist was the first man to master human cloning, so of course he made like a million Hitlers and secreted them in various locations around the globe. He also built the bizarre synthetic body he occupies, that has a weird little camera box instead of a head and a gigantic face on the torso. Yes, he chose to look like that. He used his science skills to create a number of foes for Cap, including the monstrous Man-Fish and the blubbery Doughboy.
