But the election goes south. Welles, forever ahead of his time, shows how a man's desire for public office can only be eclipsed by his desire for out-of-wedlock tail.

Welles wanted the moments back at the crestfallen headquarters to be shot as if the men were titans looming above the mere mortals of earth.  To get the necessary angle, cinematographer Gregg Toland tore up the floorboards (if legend it to be believed) and shot these scenes in a hole.

Also: notice that you can see the ceiling. You never see the ceiling in a movie, especially an old movie. Welles really had a bug up his butt about showing the ceiling. So you are actually looking at muslin fabric with microphones stashed above them.
