Ah, Treasure. If there was ever a company that knew how to make games that just feel good, it's them. I whiled away many an hour on their Genesis classic Gunstar Heroes, which takes the side-scrolling run and gun concept and elevates it to a crazy art form. Not only can you pick up different weapons, but you can also combine them for insane effects and engage in close-quarters combat by grabbing, throwing and kicking enemies. The game's intense bosses and nonstop action have made it a cult favorite, and you can play it on any of the three modern consoles, although the Wii's VC version is the best.
