NCAA Board of Governors reviews latest attestation cycle, elects new vice chair

Zero schools attested late to campus sexual violence policy

The NCAA Board of Governors reviewed the results of the 2023-24 attestation cycle of the NCAA Policy on Campus Sexual Violence, which saw significant improvement from the 2022-23 cycle. The board, which met Thursday at the NCAA Convention, conducts this review annually.

In 2023-24, zero schools attested late, compared with 21 doing so in 2022-23. Additionally, 13 schools failed to attest in 2022-23, compared with four in 2023-24. The board credited the improvement to changes made to streamline and simplify the process for schools, as well as membership feedback.

"The Board of Governors is encouraged by the positive response from our member schools in meeting the attestation requirements," said Linda A. Livingstone, president at Baylor and chair of the Board of Governors. "The enhancements in our process have clearly made a difference, and we will continue to support our institutions in maintaining these high standards."

In April, theboard revised the penalty structurefor thepolicy, which was established in 2017 andincludes six key requirements that schools must annually attest that they have met in the previous academic year.

For schools that submit the attestation after the deadline or fail to attest, the penalty structure includes the following:

New vice chair

Colleen Perry Keith, president at Goldey-Beacom, was elected as the vice chair of the board. Keith, the chair of the Division II Executive Board, will serve a one-year term.

Transgender student-athlete participation

The Board of Governors discussed transgender student-athlete participation,considering the latest federal developments and the current legal and state landscape. The current policy remains under review.
