The claim that there is increasing demand for workers with post-secondary education can be fact-checked through data from the Job Vacancy Survey published by the Minnesota Department of Employment and Economic Development (DEED). The claim that the economy is facing a short supply of post-secondary educated job seekers can be easily fact-checked in the Minnesota labor market through a simple inventory of supply and demand based on data available from the US Bureau of Labor Statistics (BLS) and Minnesota DEED.


Comparing BLS data on educational attainment of unemployed persons in Minnesota against DEED's Job Vacancy Survey for the period 2003 through 2011, we find that the number of unemployed persons with post-secondary education in Minnesota has remained consistently higher than the number of job openings which require post-secondary education.
The Minnesota economy is now experiencing a skills mismatch consisting of an oversupply of post-secondary educated job seekers and a shortage of job openings requiring post-secondary education.
Job seekers in Minnesota with post-secondary education have consistently outnumbered job openings requiring post-secondary education since at least 2003. Although Minnesota's Job Vacancy Skills Ratio shows signs of recovering from the 2009 peak of 6.9 following the Great Recession, there has been no shortage of post-secondary educated job seekers from 2003 through 2011, and no clear trend toward shortage has emerged during this period. Post-secondary includes any education beyond high school, such as vocational training, associate's degrees, bachelor's degrees, or advanced degrees. Data prior to 2003 is not comparable, due to a change in methodology.) There were more than two post-secondary educated unemployed persons for every such opening in 2003, about two per opening in 2007 at the start of the Great Recession, and a peak of nearly seven per opening in 2009.


The ratio took two years, 2010 and 2011, to regain its 2008 level and, at 3.7 post-secondary educated job seekers per opening requiring post-secondary education as of 2011, has not yet returned to pre-recession levels.
Beyond recovering from the recession, the ratio would need to pass below 1.0 to show evidence of a shortage of post-secondary educated job seekers.
