The ceiling rose has 3 sets of discreet terminals for the current carrying conductors plus an additional terminal for terminating the earthing conductors. The live feed from the Consumer unit (fuse board, shown in blue in Fig 1) feeds into the first ceiling rose (ceiling rose A, Fig 1).

The path to neutral may well run around the upstairs lighting circuit before making its way back downstairs to the consumer unit. It is possible to achieve a similar result using a two wire control which, although it saves on cable, is not recommended. In this state the lamp is off, changing the position of either switch will switch the live to the lamp turning it on. The switch wiring is all the same but the switch wire (cable C) leads up to a different set up.
This means that the circuit could split at this point and run to numerous other devices and fixtures. As far as getting your ceiling fan installed, Please follow the manufacturers manuals and safety guidelines for proper mounting due to weight and other variables which can be an important factor. If this is the case, then odds are that this old ceiling light only has enough wires to switch off & on the fan and not the light. If the cables in your circuits are Brown and Blue please see Multi-point radial lighting circuit – new cable colours. The live is picked up downstairs and there are still live conductors feeding the switch upstairs and if someone flipped the downstairs switch in this diagram that live feed would extend all the way to the lamp too (you’re fried baby!!).
If this box is used to split the circuit then there could be many black, white and ground wires connected together. Although you can get just a ceiling fan most units offer a light kit that can be added in the future. Keep in mind that I refer to a load in those circuits which means a light, ceiling fan, outlet, etc.. Chances are, you only have a 3-wire cable ran to the fixture so you would be limited to powering the ceiling fan & light both. Do you want 3 way for the fan and the light to be dimmed and controlled from one location only? This live feed now loops back out of the junction box (cable B, Fig 2) and feeds power to the next ceiling light in the radial circuit (junction box B, Fig 1). Then leaving the double switch box is a 3-wire cable going to the ceiling fan and a 4-wire cable going to the other 3-way switch.
