Minutes for the regular meetings of the City Council and Housing Authority of August 4, 2026, and special meetings of the City Council and Housing Authority of August 7, 2026, and approving same as on file in the Records Management Department.

That the City Council authorize the City Manager or designee to execute Amendment No. 3 to the Professional Services Agreement with KOA Corporation, for Citywide grant writing and grant support services, extending the term for two additional years through June 30, 2028, and increasing the contract by $400,000, for a revised total not-to-exceed contract amount of $550,000 over a five-year term.

That City Council adopt a Resolution declaring a portion of the property located at 2200 East Philadelphia Street identified with Assessor’s Parcel Number 0113-281-13 as surplus land, approve the Notice of Availability, and finding that such declaration is exempt from the California Environmental Quality Act.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ONTARIO, CALIFORNIA, MAKING FINDINGS AND DECLARING, PURSUANT TO GOVERNMENT CODE SECTION 54221, THAT A PORTION OF CERTAIN REAL PROPERTY LOCATED AT 2200 EAST PHILADELPHIA STREET IDENTIFIED WITH ASSESSOR'S PARCEL NUMBER 0113-281-13, IS SURPLUS LAND, APPROVING THE NOTICE OF AVAILABILITY THEREFORE, AUTHORIZING THE CITY MANAGER TO COMPLY WITH THE SURPLUS LAND ACT AND TAKING RELATED ACTIONS, FINDING THAT SUCH DECLARATION IS EXEMPT FROM ENVIRONMENTAL REVIEW UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT PURSUANT TO SECTION 15060(C)(3) OF THE STATE CEQA GUIDELINES AND DIRECTING STAFF TO ISSUE A NOTICE OF EXEMPTION.

That the City Council proclaim the month of September 2026 as National Preparedness Month in the City of Ontario.

That the City Council adopt a Resolution for recovery of fees and costs incurred in abating property and dangerous building violations, as well as administrative citations and civil penalties associated with property maintenance violations, and placing assessments on the San Bernardino County Tax Rolls.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ONTARIO, CALIFORNIA, ADOPTING A REPORT REQUESTING THE PLACEMENT OF SPECIAL ASSESSMENTS ON PROPERTY TAX BILLS FOR CIVIL PENALTIES OR RECOVERY OF COSTS INCURRED FOR ABATEMENT OF VIOLATIONS OF CITY CODES AND ORDINANCES.

That the City Council authorize the City Manager, or his designee, to authorize the purchase of three cardiac monitors, associated accessories from ZOLL Medical Corporation of Chelmsford, MA, for Ontario Fire Department expanded services in an amount not to exceed $164,435. 

That the City Council authorize the City Manager, or his designee, to execute a Goods & Equipment Agreement with Cliff Garten and Associates, Inc. of Venice, California for the site-specific permanent public art located at the City Services Building for a total not-to-exceed agreement amount of $206,000. 

That the City Council authorize the City Manager, or his designee, to execute a Goods and Services Agreement with Sentri Premier Uniforms, LLC, of Rancho Cucamonga, California, for the supply of professional police uniforms and alteration services for a total not-to-exceed $476,932.

That the City Council authorize the City Manager, or designee, to execute Amendment No. 2 to the Maintenance Services Agreement with Griswold Industries, DBA Cla-Val Company, of Perris, California, for on-call maintenance services for the City's Cla-Val Hydraulic Control Valves in the amount of $225,000 ($75,000 for FY 2026-27, $75,000 for FY 2027-28 and $75,000 for FY 2028-29) for a revised new total not-to-exceed aggregate amount of $374,999 and a term extension to June 30, 2029.

That the City Council authorize the City Manager, or designee, to execute Amendment No. 3 to the Maintenance Services Agreement with Tess Electric, Inc., of Riverside, California, for on-call maintenance services of the City’s water facilities electrical systems in the amount of $100,000 ($50,000 for FY 2026-27 and $50,000 for FY 2027-28) for a revised new total not-to-exceed aggregate amount of $248,500, and a term extension to June 30, 2028. 

That the City Council authorize the City Manager or his designee, to execute Amendment No. 12 to the Professional Services Agreement with Kleinfelder, Inc., of San Diego, California, to provide geotechnical and material testing services for the Laurel Avenue Sewer Main Improvements, Nocta Street Sewer Main Improvements, and Nocta Street Private Sewer Lateral Improvements in the amount of $81,756 for a new total revised not-to-exceed amount of $3,360,674 and term of March 7, 2023 to February 7, 2028.

That the City Council approve a five-year Mobile Home Park Accord between the City of Ontario and participating owners of mobile home parks within the City of Ontario.

That the City Council introduce and waive further reading of an Ordinance amending Chapter 8A of Title 6 of the Ontario Municipal Code related to the Water Conservation Plan.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ONTARIO, CALIFORNIA, AMENDING CHAPTER 8A, OF TITLE 6 OF THE ONTARIO MUNICIPAL CODE RELATING TO THE CITY'S WATER CONSERVATION PLAN.

That the City Council adopt a Resolution authorizing the City Manager to execute a Purchase and Sale Agreement ("PSA") and Joint Escrow Instructions, and authorize the City Manager, or his designee, to execute and implement any and all contracts, agreements, and other documents required to effectuate the Agreement.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ONTARIO, CALIFORNIA, APPROVING A PURCHASE AND SALE AGREEMENT BY AND BETWEEN THE CITY OF ONTARIO AND ARCHIBALD PROPERTY, LLC, FOR THE PURCHASE OF CERTAIN REAL PROPERTY LOCATED AT 2350-2360 EAST INLAND EMPIRE BOULEVARD, ONTARIO.
