1.

File SUP25-10-04 for the property at 870 Woods Road and 0 Woods Road, Rome, GA 30165, Floyd County Tax Parcels G12Y016A and G12Y016, requests a Special Use Permit for an Industrial/Recycling Center, including concrete/asphalt recycling, tandem/roll off hauling, grading, crusher/screening services.

  • Staff recommended approval on the following conditions: (1) that approval applies to this project only and does not allow for further expansion of uses or services and will not be expanded in terms of acreage (2) that the SUP will become void if the proposed use ceases to exist for more than 365 calendar days once established (3) that the uses must maintain a 100-foot setback and undisturbed buffer from the adjacent residentially zoned properties.
  • Planning Commission voted to approve on the following conditions: (1) that approval applies to this project only and does not allow for further expansion of uses or services and will not be expanded in terms of acreage (2) that the SUP will become void if the proposed use ceases to exist for more than 365 calendar days once established (3) that the uses must maintain a 100-foot setback and undisturbed buffer from the adjacent residentially zoned properties by a vote of 7-0.

File SUP26-01-01 for the property at 0 Morton Bend Rd. (6948 Morton Bend Road as listed on the Parcel Viewer), Rome, GA 30165, Floyd County Tax Parcel C15028, being zoned Agricultural Residential (A-R), requests a Special Use Permit for an outdoor gun range.

  • Staff recommended denial but encourages the following conditions should the commission choose to approve the SUP: (1) that the SUP will become void if no progress is made upon establishing the proposed use within 365 calendar days after issuance, or if the proposed use ceases to exist for more than 365 calendar days once established (2) a more reasonable setback/buffer and/or site layout, (3) pre-development conference with formal development plans will be required, to ensure compliance with ULDC plan requirements in Article 2.4.1b and any/all applicable Parking/Project standards in Article 6 (4) police department to inspect berms prior to opening (5) any/all federal, state, and local licensing/permits required be obtained/maintained by the applicant (6) that the proposed development adhere to any/all EPA/EPD requirements for shooting sports (7) any/all activities cease by 11:00 pm.
  • Planning Commission voted to deny by a vote of 7-1.

File SUP26-01-02 for the property 3770 Kingston Hwy., Rome, GA 30161, Floyd County Tax Parcel M14331A, being zoned Agricultural Residential (A-R), requests a Special Use Permit for a Day Care/Group Home.

  • Staff recommended approval on the following conditions: (1) that the SUP will become void if no progress is made upon establishing the proposed use within 365 calendar days after issuance, or if the proposed use ceases to exist for more than 365 calendar days once established (2) that any/all local, state, federal licenses be maintained.
  • Planning Commission voted to approve on the following conditions: (1) that the SUP will become void if no progress is made upon establishing the proposed use within 365 calendar days after issuance, or if the proposed use ceases to exist for more than 365 calendar days once established (2) that any/all local, state, federal licenses be maintained by a vote of 7-0.
 
4.

File Z26-01-03 for the property at 0 Rockmart Road (0 Rockmart Highway as listed on the Parcel Viewer), Silver Creek, GA 30173, Floyd County Tax Parcel K17030, requests to rezone from Suburban Residential (S-R) to Community Commercial (C-C).

  • Staff recommended denial.
  • Planning Commission voted to deny by a vote of 3-5. Since the motion to deny failed, it is being forwarded to the Floyd County Commission as a recommendation of approval.
 
5.

File Z26-01-04 for the property at 4334 Martha Berry Highway, Rome, GA 30165, Floyd County Tax Parcel J10Y074, requests to rezone from Suburban Residential (S-R) to Community Commercial (C-C) as shown on the provided site plan. 

  • Staff recommended approval as submitted in accordance with the site plan provided.
  • Planning Commission voted to approve as submitted in accordance with the site plan provided by a vote of 8-0.

Amendment of Article 3 and Article 4 of the ULDC regarding convenience stores and gas stations.

  • Staff recommended approval.
  • Planning Commission voted to approve by a vote of 8-0.
 
7.

Re-adoption of the ULDC and accompanying zoning maps. Planning Commission voted to approve by a vote of 7-0.

CONSENT AGENDA
 
1.

Consider request from Finance to approve an ACCG Civic Affairs Foundation grant for the Public Defender's office. This grant is for one intern to work 200 hours at $15/hour from May 1, 2026 - September 1,2026. The grant will reimburse up to $3,259.50.

Consider request from Public Defender to approve FY26 Georgia Indigent Services Agreement.

Consider request to approve Floyd County DFCS Budget for CY 2026.

 
4.

Consider request from Purchasing to approve awarding GIS Mapping Services & Platform Conversion to GMASS, Inc in the amount of $7,700 using GL Account # 100462 - 53515. This vendor supplied a responsive and responsible bid with the best pricing. This was included in the FY 2026 budget, so no budget change is needed.

 
5.

Consider request from Purchasing to approve contract with TSW for architectural services for Etowah ball fields. The bid was approved at the January 13, 2026 meeting.

 
6.

Consider request from Superior Court Clerk to approve contract with Valsoft Corporation Inc.,  DBA COTT Systems in the amount of $55,740. This is a 10% increase allowed per our current contract. This will require an increase to the budget of $510.00 in account # 100420 - 53700.

 
7.

Consider request from Human Resources to approve the reclassification of Solid Waste Manager to the newly recreated job classification of Solid Waste Director, paygrade 35, exempt. This has been approved by the Floyd County Merit Board and Administrative Services Committee. The potential cost increase is $26,351. No budget change is needed at this time.

Consider request from Purchasing to approve the purchase of one (1) 2026 GMC Sierra 3500HD 4WD Crew Cab from Hardy Automotive Fleet & Government Sales for the Prison in the amount of $68,295.00 using funds from GL Account # 330460 - 67040. No changes to the budget are necessary for this purchase.

 
9.

Consider request from Purchasing to approve the purchase of one (1) 2026 Silverado 1500 PPV from Hardy Automotive Fleet & Government Sales for the Floyd County Sheriff's Department in the amount of $51,205.00 using funds from GL Account # 330441 - 67040. $24,010 of this purchase will come from an insurance settlement; the remaining funds will be transferred from the Sheriff's Repairs and Maintenance account.  This will require a change in the budget.

 
10.

Consider request from Purchasing to approve the purchase of one (1) 2026 Tahoe PPV from Hardy Automotive Fleet & Government Sales for the Floyd County Sheriff's Department in the amount of $54,425.00 using funds from GL Account # 213570 - 57611. This vehicle will be used for the co-responder program.  This was included in the original budget so no change to the budget is needed.

Consider request from Engineering to approve acceptance of roads in the Old Summerville Village subdivision onto county maintenance. The roads included are Cassina Way NW, Sweetspire Drive NW, and Silverbell Lane NW and an associated detention pond.

Consider request from Police Department to approve the purchase and installation of soundproofing materials for interview rooms in the amount of $3,400.00 using funds from 2017 SPLOST GL Account # 319639 - 66123 - 60016. No change to the budget is required.
