Perform the notification.
Parameters

This actor is used for notifying the applicable parties in a ticket or ticket message via email.
It uses preferences and templates from the CGClientTickets module to format the email. Depending upon the 'dest' member of the message the email will be sent to different people. If the dest is a positive integer, an FEU uid is assumed and that users email address is used. If the dest is a negative integer, a CMSMS admin group id is assumed, and email addresses for all members of that group are used.
