How Honey’s graph misrepresents ERIC’s effect on voter rolls
The report presents the following graph as though its numbers are actual added/removed voters, but this isn't the case. ERIC sends lists to states, and it's up to them to decide on removals. We've annotated the chart below to show the ways it's misleading to readers.
- Key item reading "EBU": EBU, or Eligible But Unregistered, a category of citizens ERIC identifies who are not on the roll but could register if they choose to.
- Key item reading "EBU (for adding)" and the chart label, which reads "plots contrasting additions and removals instigated by ERIC participation": This phrasing gives the impression that all eligible but unregistered residents identified by ERIC become actual voters on the voter rolls. This is not true. ERIC merely provides lists of prospective voters to states, and the state is required to reach out to 95% of them via postcard to inform them of their eligibility.
- Key items for "cross-state movers" and "deceased": This data leaves out two of the four categories of list maintenance recommendations ERIC makes to states, which skews the ratio between ERIC's role in registering voters versus its list maintenance work.
