Since 1998 it has been a legal requirement for a local counter fraud specialist to be nominated for each NHS organisation reporting to Chief Finance Officer (Secretary of State Directions) NHS Protect – national umbrella organisation With the implementation of the Health and Social Care Act 2012 and under the new contract each organisation is required to have anti fraud arrangements in place.
Potential for organisation’s to ‘shirk’ obligations under the contract because of their motivation for self interest – significant cost attached to monitoring contracts with private sector organisation’s to ensure contract compliance.
