We have put both dll files inside one zip archive, simply extract them and follow the above guidelines to install them. On x64 systems you can also put the files in the WindowsSysWOW64 folder (Windows-On-Windows 64-bit).
I download the zip and tried to unzip to the System32 folder, and it told me that both files already existed. No, these files are not there by default, but may be installed with other programs that depend on them. You shouldn’t download dlls and executables off of random web pages and manually install them.

Thank you, for some reason it didn’t install the ddl files using the official installer. Heavy loads on the Microsoft server can slow things down so be patient as it will finally approach 100%. Next a restore point will be created, then the update continues with a status message “Installing Updates …”. Click the ‘Restart now’ button to complete the installation of SP1.Next a screen indicating that SP1 is being configured is displayed along with a percent complete status and a warning “Do not to turn off your computer’. Finally you will be prompted to logon, after which you see the “Welcome” screen and a window which says “Windows 7 Service Pack 1 is now installed”.
The install took about 15 minutes, although the installation warns that it might take an hour or more and your computer may need to restart several times during installation.
Windows 7 and later versions of Windows will do this automatically after a few unwanted restarts.
Both are Microsoft C Runtime Library files and it seems as if Microsoft forgot to add them to Windows 7. Unfortunately, not all programs check for the presence of these DLLs, hence the error messages like the one above. If the official installer doesn’t work, why don’t you try and figure out why, instead of meddling with hacky solutions like this? I tried the System32 folder, I tried the SysWOW64 folder, I even tried the normal system folder. I put it in windows 32 bit and 64 bit, because I didnt know which one since I had both I hope I don’t have any problems because of it.

I spent most of my day trying to figure this out and how I was to fix the problem and this has fixed the problem.
