Roger Beachy, executive director of the UC Davis World Food Center, noted that the new food safety center is a logical outgrowth of many well-established research collaborations between scientists from UC Davis and China. Beachy said that the catalyst for the new collaborative effort was a visit to China last fall by Chancellor Katehi.
The Joint Research Center for Food Safety will promote international collaborative research and extension for food safety in China and the U.S.
Students from both UC Davis and China will be offered opportunities to study and train in each othera€™s countries.
He added that the new cooperative agreement among UC Davis, Northwest Agricultural and Forestry University, Yangling National Agricultural High Tech Demonstration Zone, and Zhuhai Municipality of China is a creative platform for cooperation in improving food safety. Freedom Works, a fiscally conservative libertarian group claiming six million members, contends that killing USDA catfish inspections will “save taxpayers an estimated $14 million a year.” The higher number came from a three-year-old GAO estimate that Catfish Farmers of America says is outdated.
Ever since the 2008 and 2014 Farm Bills called for moving catfish inspections to USDA, the move has been criticized as duplicative and costly. Jimmy Avery, Mississippi State University Extension agent and professor of aquaculture, says that FDA personnel are stretched and could only inspect about 2 percent of Siluriformes entering the U.S. The Senate vote of 55-43 on SJR-28 came May 25 on the heels of President Obama’s trip to Southeast Asia, including a visit to catfish-exporting countries such as Vietnam. In the years since, those numbers have reversed, with foreign catfish now dominating two-thirds of the market and the Gulf states holding on to only one-third. Under the lightly used Congressional Review Act (CRA), SJR-28 would do away with the rules under which the USDA catfish inspection program became fully effectively on March 1.
In the relatively short time since then, USDA’s continuous inspection program for catfish has detained shipments from Vietnam for contaminants and refused entry to products from China after shippers prevented FSIS personnel from conducting tests. They also argue that the use of the CRA should not be permitted because it is intended for use only in those instances where the will of Congress is being circumvented, not where its will is being implemented, as is the case with catfish inspection.
A study just published in Emerging Infectious Diseases compared characteristics of outbreak and sporadic, or non-outbreak, foodborne illnesses caused by four different pathogens and found evidence that most were similar regarding patients’ illness severity, gender and age. The team of scientists from the Interagency Food Safety Analytics Collaboration (IFSAC) looked at human illnesses in the U.S. Salmonella outbreak illnesses are not significantly different from sporadic illnesses with respect to illness severity and gender. The researchers stated that their study was limited to laboratory-confirmed cases of foodborne illness. IFSAC was created in 2011 by three federal agencies — CDC, FDA and USDA’s Food Safety and Inspection Service (FSIS) — to improve coordination of federal food safety analytic efforts and address cross-cutting priorities for food safety data collection, analysis, and use. IFSAC currently focuses on foodborne illness source attribution, which is defined as the process of estimating the most common food sources linked to specific foodborne illnesses.
Industry and government officials have expressed concern for the victims — 10 of whom had such severe symptoms they had to be admitted to hospitals — but they lay the blame for the illnesses on end users of the flour. Consumers and restaurant operators should know better than to allow anyone to eat or handle raw dough or raw batter, according to statements from industry and government. Such information is likely of little comfort to the 38 people, ranging in age from 1- to 95-years-old, who have been sickened by the outbreak strain of E. Additional outbreak victims are likely to be identified, according to the Centers for Disease Control and Prevention’s most recent information on the outbreak, which was posted June 1 and included illnesses confirmed through May 3.
In an unusual sequence of events, General Mills — not the CDC — announced the outbreak on May 31 when it recalled 10 million pounds of flour from retailers and restaurants. While it was immediately revealed that the recalled flour had been sent to retailers and restaurants nationwide, neither the FDA nor General Mills admitted it had also been distributed — in unrevealed amounts — to General Mills corporate customers for use in the production of other foods until Food Safety News asked about possible bulk shipments.
FDA officials said they were aware of the bulk shipments and are monitoring the recall of them. Although there are at least two options to kill pathogens in flour and the wheat it is made from — heat treating and irradiation — neither the FDA nor industry are pursuing them.
The North American Millers’ Association declined to provide comments on labeling, heat treating, irradiation or any other topic for this news story. A spokesmen for General Mills said because raw flour is sold as a baking ingredient, the company does not heat treat it.
An official with the American Institute of Baking (AIB) in Manhattan, KS, also said heat treating is not a good option for the vast majority of flour produced because it can negatively impact baking properties.
Strouts said the current outbreak and recall are generating a lot of discussion in the flour and baking industries, but little can be done to improve safety, especially when it comes to consumers’ habits. Ongoing research funded by industry and AIB continues to show that baking temperatures are generally high enough to kill pathogens present in raw flour, Strouts said. These are three of several varieties and brands of flour recalled by General Mills in relation to a multi-state outbreak of E.
General Mills spokesman Mike Seimienas had similar comments, and reiterated that FDA inspectors had not found the outbreak strain of E.
A third treatment option, patented and kept under wraps by Ardent Mills of Denver, is said to remove foodborne pathogens from raw flour, but the company will not reveal what is involved in the process. As for irradiation, Juliot said Ardent Mills has not and is not examining that option as a possible kill step for raw flour.
Some food safety experts say the unfortunate combination of an uninformed public and corporate greed are standing in the way of a safer food supply, and the current E.
In his decades of work with irradiation of beef, Eustice has seen the process — which does not cause food to be radioactive — be embraced by not only the Minnesota Beef Council and Minnesota Department of Health, but also numerous businesses. Huiskens Meats, Omaha Steaks, Schwan’s Food Service and the Northeast grocery chain Wegmans Food Markers all use irradiation to prevent the risk of pathogenic E. Eustice also points to the ongoing irradiation of several imposed fresh fruits and vegetables as another example of how the technology is already making Americans’ food safer. Such pest control irradiation has been an approved, and for some commodities FDA required, process for decades.
However, the irradiation required to kill insects is not strong enough to kill microscopic pathogens like E. With a definitive “no” from Advent Mills and no comment at all from the North American Millers’ Association on the topic of irradiation of raw flour, and no apparent interest from General Mills in pursuing a kill step, it seems the FDA’s serve will not soon be returned. Eustice and Stein said that almost guarantees more flour-related pathogen infections in the future. The board’s resolution pointed out that ODA will either need statutory authority to conduct on-farm FSMA compliance inspections or conduct them under FDA authority as commissioned officials. Page said that while ODA currently has the authority to go on farms in certain situations, to conduct ongoing FSMA-related inspections would require specific legislation to be introduced during the 2017 session in Salem.
