Since the end of the Second World War, the international community has been focusing on reducing the number and the proportion of people who suffer from hunger. What does it mean to be "food insecure?" It means that you don't have reliable access to the food that you need to lead an active, healthy life.
In the last 12 months, did you or other adults in your household ever cut the size of your meals or skip meals because there wasn't enough money for food? In the last 12 months, were you ever hungry but didn't eat because there wasn't enough money for food? In the last 12 months, did you or other adults in your household ever not eat for a whole day because there wasn't enough money for food? In each food-insecure household, family members may experience food insecurity in different ways. Kindergarteners who experience even minimal food insecurity at home learn less than their peers during that formative year.

In the 2008 Victorian Population Health Survey conducted by the Department of Health, Moreland was the only metropolitan municipality in the top 10 for food insecurity (coming in at number 5 for Victoria), with 10.1 per cent of respondents surveyed stating that they had run out of food in the last 12 months and could not afford to buy more.

The Food Security in Moreland study was conducted during 2007 and 2008 by Merri Community Health Services to investigate food insecurity in Moreland. To develop an understanding of the local food supply and other internal and external factors that influence food security within the City of Moreland. To identify particular population groups and geographic areas within Moreland in which there is the greatest need. Access to fresh food has been found to be a strong predictor of people’s likelihood to adopt healthy eating practices. Moreland food access maps were developed in 2008 to show the availability of different types of food and alcohol in different parts of Moreland. Over time it became clear that no single indicator would provide a comprehensive picture of the food security situation. How often did this happen — almost every month, some months but not every month, or in only 1 or 2 months? Food insecurity is defined as households that run out of food and are then unable to buy more.

In the 2011 Moreland Household Survey, respondents were asked whether they were able to access fresh food within easy walking distance of their home - 77.1 per cent of total Moreland residents answered 'yes to this question. In Gowanbrae and Coburg North only around 50 per cent of respondents are within easy walking distance to fresh food. Rather, a suite of indicators is necessary to describe food insecurity in all its dimensions. The demand for evidence-based policies, which brings together providers such as statistical offices and users of food security indicators including policy makers and researchers, has also been increasing. The stand-alone software, ADePT-Food Security Module (available for free downloading), was developed to produce food security indicators from food consumption data collected in household surveys. These indicators, derived at the national and subnational levels, include the consumption of calories and macronutrients, the availability of micronutrients and amino acids, the distribution of calories and the proportion of people undernourished.
Both the software and this book are products of decades of experience in analyzing food security. This project was made possible through collaboration between FAO and the World Bank, with financial support from the European Union.
